Project History
The purpose of the
project is to provide access for the proposed Luther
Forest Technology Campus that will be situated east of
U.S. Route 9 and north of NYS Route 67. The location and
alignment of the driveways were developed as part of the
Luther Forest Technology Campus Final Generic
Environmental Impact Statement and the Town of Malta
Comprehensive Plan, and will minimize the impact of
projected traffic on the residents and the
transportation network. The four (4) LFTC Site Driveways
include: one from NYS Route 9/67 along Stonebreak Road
which is called the Stonebreak Road Extension, a second
driveway from NYS Route 67, Luther Forest Boulevard
(formerly called Main Access Driveway), a third on Cold
Springs Road which is the Cold Springs Road Connector
and the fourth will be another connection to Cold
Springs Road. All four driveways will be extended into
the project site to connect with the proposed
development areas.
The construction cost
for the project is $33 million, the project is being
funded with New York State Multi-Modal Transportation
and other State funding. Temporary construction
access will be completed by November 2008 with the
roadway construction substantially completed by November
2009.
As a component of the
LFTC Planned Development District (PDD) approval process
with the Towns of Malta and Stillwater, a traffic
analysis of the proposed site driveways was completed
and included in the Draft GEIS and was used as the basis
for the response to comments included in the Final GEIS.
Below are several of the parameters that affected the
design of the site driveways and were approved as part
of the LFTC PDD.
- Access to the site
will be provided at four (4) locations for Phases 1
and 2 of Fab development, US Route 9 at Stonebreak
Road; and from NYS Route 67; and two (2) locations
on Cold Springs Road. During Phase 1 of Fab
development, there may be only one access point on
Cold Springs Road, subject to Town of Stillwater
approval.
- Multi-use paths
will be constructed along the primary arterial
boulevards within the LFTC for pedestrian and
bicycle circulation.
- There will be no
road connection to Fox Wander Road along the Stone
Break Road access road.

Malta Town Board.
The Engineers Role
Creighton Manning Engineering has been retained to represent the Town of Malta in the Construction Inspection
of the LFTC Interior Roadways project. This includes ensuring quality control through performing detailed
inspections, maintaining complete project records, and processing contractor payments.
The on-site inspection staff includes a Resident Engineer (RE) who is in charge of the day to day administration of
the project and the inspectors. The RE assigns tasks to the inspectors and oversees the entire project. The RE
maintains constant contact with the Town and facilitates issues that come up during the course of the
project.
Specific tasks include the following:
- Full time on site inspection.
- Attend progress meetings and prepare
meeting minutes.
- Review shop drawings and inform the Town
of approvals and discrepancies.
- Create and maintain inspection reports
using the NYSDOT Manual of Uniform Record Keeping.
- Prepare monthly estimates for completed
work and submit them to the Town.
- Review and prepare change orders to be
submitted to the Town for approval.
- Assist the Town with all construction
contract disputes that arise.
