Project Description:

Lancaster Development, Inc., the contractor for the reconstruction of Interstate 90, presented a Value Engineering proposal to NYSDOT to close I-90 during the reconstruction. The closure would enable the contractor to complete the reconstruction quicker, build a better product, and work in a much safer environment without vehicular traffic. The Value Engineering proposal required traffic analysis to determine the impacts of the interstate closure and to recommend to NYSDOT if the proposal was a viable solution.

Firm Role:

Creighton Manning was responsible for the Traffic Engineering analysis to determine the impacts on the local street network due to the closure of Interstate 90. This included developing traffic diversion forecasts, evaluating operating conditions at critical intersections, recommending preferred detour routes, developing MP&T plans, and recommending to NYSDOT that the Value Engineering proposal be approved for implementation.
