Project Description:

The plan includes the construction of a 2.5 million square-foot mixed-use development consisting of uses such as general office space, residential condominiums, restaurants, hotels, warehousing space, and retail and entertainment development.

Firm Role:

Creighton Manning Engineering was retained to evaluate traffic impacts to 15 study area intersections associated with this large mixed-use development. Detailed recommendations were provided at numerous intersections for a four-phased threshold development plan. In addition to external impacts in the project area, a traffic simulation model was developed for internal site circulation for three separate access scenarios using the latest version of the Synchro software. The model was used to determine intersection control, roadway cross-sections, capacity constraints, and parking garage driveway locations for each access scenario. The study also included an air quality screening and noise impact analysis at each study area intersection based on procedures outlined in the NYSDOT Environmental Procedures Manual.
